Some drivers will also use highbeams at night. but yes, if they flash their lights then they are telling u that u can get over. When you have gotten over use your hazards (4-ways) to thank them. You can also use your lights to let them know they can get over as well. Just turn them on and off a couple of times. Don't go really fast though. keep them off for about 2 seconds then back on then wait again 2 seconds and go off and then another 2 seconds and back on. If you go too fast they might not catch it.
